The thing is, Owen doesn't know if Scott's bullshitting or not. This very well could be an archaic vampiric tradition, but Louis never mentioned it to him in the weeks leading up to his turning. Either because he himself didn't know of it, or because he had no intention of using Owen like this.

Summary
Scott hadn’t thought about fledging for many, many years. Players lived for millennia after all, and while he wasn’t quite old yet, it had been long enough since he’d grown his wings that he didn’t have any memories of a time without them. He knew that growing them was unpleasant, and that they were sore for months afterwards and it took years to be able to use them to their full potential, but that was all far in his past.
Here he was though, his communicator open to his chat with Grian and a confusing message blinking in front of him while the clock in the corner informed him that it had just turned three in the morning.
Grian: How much do you remember from fledging?

Jimmy's growing wings, Scott and Grian just want to protect their flock, and they are all going to be exhausted by the time this is over. -

Summary
What does it mean to be irredeemable? Is anyone ever truly beyond redemption? And if so, how far does one have to go to be completely undeserving of forgiveness? And what's the deal with remorse? Jack doesn't want to be a vengeful god. He wants to be the kind of god that gives people chances and lets them make their own choices. He wants his family to have everything they've ever deserved and never been given. And he wants people to have the full will to make their own choices. So, with all of that in mind, he brings back everyone he feels could be said to have died for Chuck's story- with Chuck's meddling removed... for example, John and Mary, without the cupid's arrows.
Without the all-consuming devotion to Mary that pushed him to be a hunter and without Chuck's influences pushing him to prioritize his revenge over everything, John is left wrongfooted and reeling, unsure of who he is or who his sons have become since he died. What he does know is this: he doesn't get to leave the work unfinished this time. If he truly wants to do better as a father, he'll have to do the work.

Raphael doesn't think that they will ever be able to fully forgive Castiel. Neither will he likely forgive them. They will both have to live with that, and learn to work together anyway.
Still, Raphael sometimes tries to remember how it felt when Castiel came to them with all his eyes wide and his wings trembling, the feathers on them a bright rainbow of colours.
