Tim being biologically Dick's younger brother doesn't usually matter all that much - they were brothers before they found out about their connection. It doesn't matter except for when Dick talks about the circus and John and Mary and everything that came before.
When you add in a drunk Dick who feels safe enough to go down memory lane without the guilt and the grief crushing him, you get a whole lot of feels from Tim about what it was like to be raised alongside Dick Grayson and what it might've been like to grow up with him.

Dick Grayson has reached one of the lowest points in his life. He doesn't know what to do or where to go, and the only thing that he can think of is that he needs to get out of Gotham and as far as he can from the Wayne Manor.
That's when, unconsciously, his feet lead him to Metropolis to seek comfort in the arms of someone who had been there for him for his entire life.Or: Dick gets fired but I decided to add some drama so that it's more traumatic.
This is my take on the argument that Bruce and Dick had (so it's different from the comics) and the aftermath of the fight, where the boy has to learn how to start a new life without his father, but with the help of some people who only wish to see him happy. -

Jason had burst into tears the moment she asked if she could know what was wrong, and once Stephanie could decipher his words between his hitching breaths, she started tearing up too. It overwhelmed her then, like the tides drowning the pebbles on the shore; softly. She hadn't spent much time with Catherine, but even when she did, she could see the wisps of sickness in her. She reminded Stephanie of Mom, in a way – pale and thin but happy when she could stomach the thought of not floating in a chemical high. She'd thought that maybe one day, she'd get to introduce Mom to Jay’s parents, but that dream dies that night, because Willis is in Blackgate and Catherine is dead and it isn't fair. And Jason cries into her shoulder, looking smaller than he'd ever seemed, even though he was normally so confident in his lanky height. It feels a little bit like he’s going to sob until he shrivels into nothing. She drifts off to sleep hoping that she'd wake up from this nightmare the next morning, but still somehow finding the strength to hold Jay's hand even when she still wanted to cry with him.
