The year is 1991. One year after the reunification of Germany. Two years after the fall of the Berlin Wall. When West and East Germany are unable to attend the world summit in Strasbourg, it is up to their most trusted federate states to represent them. But what starts out as a great opportunity to meet the nations for some, eventually ends as a nightmare for all. Panicked and angry, Lovino realizes he needs to venture out to the human world as well to get his idiot brother back before their grandfather realizes.
Lovino has no sea witch to help him on land, so when a curious human named Gilbert finds him flopping on the sand, he has no choice but to accept this human's help. Lovino will get to experience the human world his loveable idiot brother is always praising, and maybe he'll realize it's not so bad. This human, Gilbert certainly isn't.
