In the end, ten students from class 1A agreed, they shuttle off to the overly-secretive, alleged villain-run country that is separated from the greater world to spend most of two action-filled weeks collecting information and investigating the new city.
Oh yeah, did I mention that Chuuya works in the ADA and Dazai is the PM boss?

This isn't soukoku attending au and pretending to be heroes oh no, now it's time for the heroes to get a dose of how it feels surviving in yokohama, in stray high where it's survival of the fittest, where bloodshed is ignored as it was because you were too weak to fight back, where mind games and the most dangerous and unhinged students attend where being labelled as prey is automatic a death sentence.
How will Class a survive in a school and place where they moral, ideals and law means nothing with no teachers to run too, with predators around every conner waiting for them to step of bound to attack, where heroes are seen as a joke and quicks are weaker than abilities.They will be confronted with a harsh reality and realise the only chance of survival is to forfit their heroic ideals to be stronger, colder and efficient.
Helping others is not a weakness but kindness shouldn't be subjective but again one should be careful to who they chose to help.
Stray dogs students are predators that feast on the weak, devouring them till nothing is left even the soul isn't spared.
For one to survive hell one must become a demon.

Summary
In order to relieve the stigma around abilities in a world full of quirks, the government of Yokohama and the UA principal make a new first year hero course class with only ability users where they’ll become heroes and show abilities aren’t all too bad after all.
Unfortunately, the ability users don’t want to go to some hero school and the students there don’t want them either.
(Or: some of the BSD cast dies and gets reincarnated 200 years in the future and unwillingly attending UA.)

But they will be separated. On opposite sides. Which didn't happen too much for both dazai and chuuya to be so used about.
Chuuya, as the fiersome hero in the famous hero school UA high, who will have to act all heroic and indifferent to his usual fiery self. Taking down hero society piece by piece until it's crushed. And Dazai in the league of villains, who will have to be the step up mastermind behind the shadows, carefully ruining the LOV and their plans. Piece by piece.
And they won't stop, not until they have them at their knees. Because that's what double black does, causes destruction. That's their job.
But does it suck not being close to each other. They gotten used to each other eh?

Then came the more pressing issue. Nezu was called into the HPSC office to solve a case. The HPSC sometimes contacted him to use his Quirk. A bit unusual, yes, but something even more concerning was that, for the first time ever, Nezu could not solve the murder case. That’s right, a serial killer was involved. The point is, the case was unsolvable. There was contradicting information, and mysterious motives.
Usually the HPSC didn’t get involved in investigations, but something about this one was serious. The victims were killed in different ways and greatly differed from one another. There seemed to be no correlation except for the time of day they were killed. Sunset. Regardless, Nezu was unable to find the culprit. Something like that didn’t happen every day. If someone with an IQ Quirk couldn’t figure it out, who could?
That was when Nezu heard of Ayatsuji Yukito.

"These so-called heroes have been overstepping their boundaries. They've been getting bolder these days, "saving" the citizens of Yokohama." Chuuya says in disdain and anger. There's no way these heroes thought kidnapping these poor citizens meant that they were saving them from the rumored "villain's ruling".
The heroes have been invading Yokohama, time to send Soukoku in to show these heroes their places!

What if Yokohama had finally opened its borders for a select group of students? What if, said students, belonged to Yuuei high school and are a part of the year 1 heroics classes?
OR
Nedzu reaches out to Mori, asking to cash in a favour, the favour being that Mori Ougai allows a group of nine students to enter Yokohama and study alongside the other hero students there.
What Nedzu doesn’t know is that Mori Ougai is most definitely NOT a co-principal/founder of Koritsu high school. Why the rat even believed the slimy doctor in the first place? No idea.
However, this causes a bit of a problem as the Armed Detective agency and the Port Mafia scurry over to create a make-believe school.
OR OR
Every main member of the ADA and PM get turned back into 16 year olds except for Kunikida, Yosano, Kouyou, Hirotsu and of course, the co-founders Mori and Fukuzawa.
Koritsu High is now in place as Yuuei students come over for 2 months!!

Chuuya is sent to infiltrate UA; Dazai is sent to do the same with the League of Villains. Chuuya is suffering with tedious undercover work while trying to balance a fake family and hero school, while Dazai gets to go off and play villain. So unfair.
