Jason Todd is just...well. He’s furious, has daddy issues that rival Tony's (and that's saying something), thinks rescues should involve head shots, and is running from everything he’s ever known. So naturally when he ends up in the tower Clint wants to keep him just like he kept Pietro and Wanda. Bucky actually comes out of his room to check the kid out so he pretty much has to stay as far as Steve is concerned and, honestly, being as damaged as they are skilled is basically the only thing all the Avengers have in common anyway.
Chapter 6 Excerpt:
Fighting was just kind of what Jason did. It came to him as naturally as breathing did. Things went bad and he responded with his fists.
Not totally AoU compliant, but mostly. Takes place after the Arkham Knight reveal in the game then veers. Everyone is involved but Jason and Bucky/Steve centered.

Jason never became red hood. He stayed with the league to protect Damian. Even if him protecting Damian means making a deal that sells his freedom to the Demons head. Just as long as Damian stays safe with Bruce.
Until Ra’s has to be a brat and demand Damian back, going back on his deal. Jason and Talia will have none of this. Talia sends Jason in a mission to protect Damian.
This mission leads to Jason running into the batclan, and revealing he is alive.

Once upon a time, Jason Todd was threatened with rejection when he decided to search for his biological mother rather than protect defenseless citizens.
Karma got him good when he got blown sky-high two days later, but that couldn’t compare to this. He didn’t consent to this, and now, he was running from the League of Assassins while still registered as legally dead, with no cash, shelter, or a concrete plan.
Oh, and he was pregnant, but that didn’t mean shit right now.
All that mattered was not biting the dust a second time, but he quickly realizes that not everyone can handle a dead boy walking. Especially not his former frenemy/colleague/one-night fling.
But, Nightwing has no choice but to cope with him, and hope that nothing will go wrong.
Everything will.
