Summary
As the Tripartite Framework settles like a cloak over Yokohama, the city-state begins negotiating in earnest with the rest of Japan. Hero Society is rightfully wary of the Quirkless City, but open to reintegrating their civilian population with each other.
If only either side were a little less proud, perhaps Chuuya wouldn't be attending UA as a first year in a 'show of good faith.' As things are, he's all too aware of his role as a barely-kept hostage, all while actually being a poorly-concealed mole.
The timing couldn't be worse, with his assignment beginning shortly after what Dazai has dubbed the 'Stormbringer' incident, and the brewings of what will one day come to be known as the 'Dragon's Head Conflict.' Nevertheless, Chuuya has fallen into his role as a Mafioso with a spotless record of mission completions, and he doesn't plan to change that now. At the very least, being so far from Yokohama means he won't have to deal with Dazai's bullshit for a while. Right?
