Summary

Summary
Alma Coin's dictatorial tendencies don't go unnoticed by everyone; over the years, a faction splits from her rebellion and seeds itself through the districts. They have no resources, weapons, or strongholds, but they do have eyes and ears. And so they infiltrate and gather intelligence from both sides, waiting until the time when they can save Panem from President Snow and Alma Coin.
When Brutus is pulled from the 75th Arena and accidentally resuscitated by a squad of District 2 Peacekeepers, the second resistance takes a chance. Coin considers District 2 an acceptable sacrifice -- a convenient scapegoat, full of loyalist traitors -- but after all, one man's trash is another man's treasure.
A fix-it that isn't; nothing is rosy, nothing is easy, but maybe a few lives will be saved along the way. Follows canon through the Quarter Quell and diverges at "A District Upside Down".
