Bruce didn't like ghouls, he spent majority of his time as Batman fighting them so it was hard to digest when Jason turned into one. And when a hungry Damian arrived on his dor steps he promised himself that he wold raise him like a human boy, it was for the best.
Luckily a not as human as Bruce tought Tim woldn't let his brother starve, and if he got something for himself... well that was a plusor
in wich Tim is very hungry and he doesn't care if Bruce thinks eating humans isn't appropriate

Jason Todd crawled out of the pit…different. Hollow. Broken. And betrayed. With anger flowing through his veins, he sets out with every intention of destroying Batman and his legacy. That was the plan and nothing would distract him from his goal. That is, until he actually faces Batman, and has to come to terms with his Issues™, and how badly he aches for his family. Yeah…that definitely wasn’t part of the plan.
