Summary
25 years ago, the Second Rebellion shook the very foundations of Panem, all the way down to its rotten core, and challenged the beliefs that have held up the country for more than seventy years. The red horse of War left the country in tattered, irreparable ruins— devoid of hope. The war was won, but at what cost?
New Panem rose from the ashes of War, renewed and reborn. Laws were changed, and the Districts faced better living conditions than ever before— under the rulership of President Nikephoros Vesper.
However, recover demands money. Under the guise of seeking justice, the Capitol Games was held. What was done in the name of retribution, was only for money in the end. All twenty-four children died, before the citizens called for a cease of this madness.
Quests for money can never truly be stopped, so a rerun of the 76th was held a year later, and the Capitol Games were covered up and called a mistake. The Official 76th Hunger Games, with 28 Tributes, were held.
A new law was passed.
To symbolize the now-equal nation, The Hunger Games will continue. Two children from ages 12-18, male and female, will be sent from every District, including District Thirteen and The Capitol.

Finnick Odair has everything a boy his age could need: a loving family, a comfortable home, a good education. But everything is about to change with the arrival of the 65th annual reaping ceremony. He volunteers and is sent to the Capitol alongside a girl he barely knows: Nixie Cordelia-Caspian. Of course, Finnick has been trained for the games since he was small, but will that be enough to keep him alive in the arena?
This is my interpretation of how Finnick's Hunger Games could have gone. There isn't much cannon information about it in the books, so a lot of this will be my imagination. However, I will try to be as accurate to the details Suzanne did give us as I can. Enjoy, and feel free to correct me on any mistakes I may have made.

“I’m not ready” she tells her mother, whose iron grip on her chin never loosens.
“Your time comes when it does, my child” her mother tells her. “You’re a Plinth, so act accordingly. Never give in, never lose-“
“Never fall” Artemis concludes, finishing her mother’s words that have been drilled into her since she was a child.
“Exactly” Vesta lets go of her daughter’s chin with a nod “you come home a winner or not at all. Your father and I raised you a victor, and that is what you’ll become”
There’s no question about it, no doubt that there is any other fate in store for her than winning the Hunger Games – regardless of who she is up against. Regardless of what she has to do to end on top - to be crowned a Victor.
