Cartman says some pretty awful things to Butters to make him cry. Seriously hurtful things, things that can't be taken back. To help him feel better, Stan, Kyle, and Kenny take Butters out for a bike ride, just to reassure him that they do love him and want to hang out with him.
When Butters gets badly hurt, Stan knows who to take him to... People who will know how to treat his injuries. People who know what to say to help someone feel better, who are chill and will do whatever they need to in order to keep Stan and his friends safe.
