OrThe HPSC forces Hawks to knot up a girl with an interesting quirk at the age of 8 and now Takami Izuku goes to UA to get more popularity and be a legacy hero for his 'brother'.
OrThe HPSC raises Izuku and makes a good asset out of him, then they send him to UA to get more popularity even before he's a hero. It goes as well as you think.

He then gets found by a young and not injured Yagi Toshinori aka All Might and Sasaki Mirai aka Nighteye. He gets adopted by Toshinori and now has to live with him.
How will Toshinori raise Izuku? What is the mystery behind the deaths of Izuku's parents? How will Izuku handle himself back in the eyes of society and being the adopted son of All Might himself? Well, one thing is for certain that they won't do it alone!

Some call the Commission groomers for what they’ve done to Hawks, others call the Commission dream makers for getting the young man out of his harsh living situation from before. Hawks doesn’t really care. He doesn’t mind making tons of money or being hit on by all sorts of beautiful people on the streets. He doesn’t mind cold nights on rooftops or hard fights that leave him wondering if living is worth it. Oh, and Hawks definitely doesn’t mind the crushing loneliness that weighs on his bright red wings like 100s of pounds of baggage he doesn’t want to get into. Or at least Hawks hadn’t thought about caring until a little chirpy fan starts to follow him around. Once his biggest tiny fan has flown his way into the young hero’s heart, Keigo remembers what it’s like to be loved again.

Little did he know that the doctor neglected to mention the other thing that the toe joint was associated with. Avian quirks. The reason the doctor did not mention this was that Izuku did not have any obvious mutations. This would come back to bite the man in the future.

Seemingly nestled into the left side of the youngest Todoroki was a small bird. It could be easily mistaken for a finch or a sparrow, but it was obviously neither of those species. Why, you may wonder? Well…
Sparrows and finches weren’t green and on fire.
“Shouto!!! That bird is on fire!” Fuyumi shrieked and when he looked at his newest companion, Shouto saw that it was indeed on fire.
“Oh.”
“Shouto, you don’t just say ‘oh’ and do nothing when an animal is on fire!!!” Fuyumi’s voice was shrill as she looked at her brother with a bird still on fire sitting relatively calmly on his shoulder.

Summary
Quirks were fairly common in this day and age. However, different types of quirks were less common than others. One of the rarest being wing-quirks. Now, imagine a species just like the human race, but each hatched with a pair of wings along with a quirk or power.
Well, Izuku kind of knows what it’s like. His wings are weak and he’s generally powerless, he’s going to try his best though.
Avians have a bad reputation as being evil, or fallen angels who’ll kidnap your children. Some are experimented on, others kept as pets or killed for fun. Izuku wants to change that, Avians are no different than humans.
He’s gonna try and change the world for Avians and Humans Alike. Maybe he’ll make some friends along the way too.
