The fuckhead had made it a habit to follow Jason around on Thursdays from the moment Bruce let him out of the Manor after the Tower incident. He even went through the trouble to get messages to Jason to tell him when he'd miss a day.
Which was the only reason Jason was bothered by the Pretender's absence. It was inconvenient for Jason to have arranged his schedule around the annoyance of having the kid follow him around only for the kid not to show up.

Summary
Bruce had tried to stop Stray when they first showed up, saying that Gotham was no place for kids to be running on rooftops, completely ignoring his own hypocrisy. Later he tried the same speech on Puzzler and Ace. Obviously, Tim hadn’t listened. Bruce eventually gave up on stopping them but still took measures to make sure they were safe, giving each of the 3 mini-rouges a Bat Panic-Button and checking up on them midway through stopping their heists.
Essentially, Batman might have been annoying, but the Red Hood was actively making Tim’s life worse.

Kon sat on the rooftop of a building eating his dinner. He watched the sun set, watching families play on the beach in the distance. He had to be careful as to not drop ketchup on the new leather jacket that Tim had seen patches on for him as he ate. The day was coming to an end as he munched on his burger.
He paused when his phone rang, it was Tim. “Hey timbers, what’s up?” He asked “come over. Headache.. mh.. bring takeout.” Tim croaked through the microphone. Kon smirked at the request “And what do I get?” He held back a giggle “A kiss or something. I’ll give you five bucks.” Tim spoke again, his voice tired from lack of sleep. “I’ll take a kiss. Be there in 10, okay?”
