The mech was TECHNICALLY the most influential guy in the underworld (according to rumors anyway. No solid evidence connected him to anything).
But why in the pits did they want JAZZ to investigate him??

When the lone mneumosurgeon raises concerns over his mental competence, citing the lingering effects of Shadowplay and condemning the former Autobot Regime, Shockwave seizes the opportunity to undermine the tribunal. His plans begin to unravel, however, when his only benefactor is assigned the task of undoing the effects of his Shadowplay.
