    Alara Vox is a Capitol darling and District 5’s only living victor. Famed for her bloodlust, beauty, and strategic brilliance, she sees something in Voltaea that reminds her of herself - a version of herself that she wants to shape before the Capitol has a chance to sink it's teeth into her. When I was little, sitting and gathering meadow flowers to braid into my Ma’s hair, I would look at him like he was crazy. The air was clear, and the mines had been closed for years, there was no soot save for the fireplaces that sat unused in the summer or bombed out in the winter. As I got older, and listened, and learned I realized what he had meant. The past never went away, at least not for us.

    It was explained that rather then forgetting and memorializing those who lost their lives fighting for the pure entertainment of the rich and elite, the Capitol would educate the new generation, by making designing a new version of the Games, where in their words, “No lives shall be lost to entertain us, volunteers who wish to participate may simply put their name on a list at the District’s Justice Building and we shall choose at random one male tribute and one female tribute.”

    Thirteen years after the war ends, electricity returns to Sultana Belrose’s tenement. The workers arrive wearing dusty white coveralls. They bark in dialects too thick to understand and rip open the walls, revealing candy-pink insulation. Finally, in the common area of the complex, they install a strange black box with a bowed screen and extend two antennae.

    The television flickers to life in a burst of static and sound. Verona, who does not remember a time before the war, gasps and bounds down the stairwell. Bubble-eyed and too-close, she takes in an incomprehensible commercial for laundry detergent.

    What she does not understand immediately is the meaning of the gift. Capitol-funded electricity sweeps Panem. What had once been a privilege of the exceptionally rich becomes an expectation incumbent on all citizens. In their building, old Gustus the veteran will watch the Games play out, shoulder-to-shoulder with prissy little Verona, and she does not know which of them will take it harder.

    25 years ago, the Second Rebellion shook the very foundations of Panem. The red horse of War left the country in tattered ruins. When the rebel forces took control of the Capitol, and Commander Paylor ascended to presidency, Panem was brought into a new era. The war was won, but at what cost?

    New Panem lacked the funds to recover the damage caused by the war. The citizens of the Districts were growing restless. Where was the equality and the better standard of living that the rebel leaders promised?

    As a desperate attempt to gather funds, the 76th Hunger Games was held.

    Nicknamed the Capitol Games, the 76th consisted only of Reaped children from the Capitol. In the end, the Games failed, and the few surviving Capitol tributes were taken back home. There was no Victor. Any record of the 76th Hunger Games was erased from the archives, and it was made forgotten.

    So from then on, a new law was passed.

    “To symbolize our now equal nation, starting from the 76th Hunger Games, every District, including District Thirteen, must send two Tributes of any gender to The Hunger Games.”

    “And from now on, two Tributes of any gender must be sent from the Capitol.”
