That was how messed up he was– how messed up Gotham made him. Jason could understand the idea that it was a place where someone could get away with centuries old plots of large scale political manipulation and corruption. But what they didn’t know, what they couldn’t know, was that for the kids, the workers, the people of this city who spent each day just trying to survive, the hardship built loyalty.

Life in Gotham can be really weird. Especially for Dick Grayson but he makes it work despite the weirdness. They did said that expect the unexpected and that life can be very unpredictable so made sure he can handle it.
But probably not to the point where he gets tangled up with the family drama of the Wayne Family and be stalked by vigilantes left and right.
Perhaps Commissioner Gordon was right, he is a catnip for people who dress up in ridiculous costumes and beat up the bad guys for a living.

“Dick,” Bruce called him. His brows were furrowed, a crease appearing between them. “Tell me what’s wrong.”
Many answers came to Dick’s mind, but none which he allowed to leave his lips. Not because they were false — the thirty-two bodies on his conscious, the Judge’s haunting proclamations that refused to let him know peace, the raw, visceral self-loathing and disgust he felt when offered that which his heart desire most — but because they were the things Dick did not fear discussing with Bruce. As hard and unnatural as it would be to get those words out, Dick knew that Bruce would understand those things.
This, though...This, Bruce could not understand. There was only one other person in the world who could, and the sea still had him.

A The Untouchable canon divergence where rather than escaping certain death in Nightwing (2016) #40, Nightwing drowns instead. But then the sea sends him back.
